LORD ALAJIMAN, Artist – Author, Culture Expert, E-Sport, Consultant Expert at the World Intellectual Property Organization (WIPO) and Member of the Sodav Board of Directors (Music Author) an open letter to the Minister of Culture and Heritage Aliou Sow for the creation of a Fund for the Development of Urban Cultures and Creative Industries (FDCUIC). The full letter can be read here:

Dear Minister,
First of all, through you, I address my sincere and warm thanks to His Excellency, the President of the Republic, for the great attention he gives to the cultural sector in general, In particular, the major measures taken under his leadership to professionalize the culture and socio-economic framework of artists. With multiple expectations with as much urgency as resilience for the artistic community, our country’s cultural policies must be based on inclusive measures and a strategic vision that takes into account the new trends in the dissemination and consumption of cultural goods in order to guarantee an equitable redistribution of income across the value chain of cultural actors, the component.

Thus, as provided for in the Law of 25 January 2008 on copyright and related rights, rapid and effective measures relating to private copying and the status of the artist to further stimulate artistic creativity and socio-economical activitythrough a quality regulatory framework, are more than expected, today more than ever, by the artistic world.

Mr. Minister, as you know, cultural property is now free of charge in our country because of a complete lack of knowledge of the content exploitation and distribution channel. I am therefore very pleased with all the measures taken by His Excellency, the President of the Republic, following the hearing granted to my confères to discuss the issues of the development of urban cultures in particular the point concerning the transformation of the Fund for the development of urban cultures (FDCU) in the Fund for the Development of Urban Cultures and Creative Industries (FDCUIC). However, I would like to bring to your attention that by definition the Cultural and Creative Industries (CCI) are the sectors of activity whose main object is creation, development, production, reproduction, promotion, the dissemination or marketing of goods, services and activities that have cultural, artistic and/or heritage content. Consequently, the measure aimed at transforming the Urban Cultures Development Fund (FDCU) into the Urban Cultures and Creative Industries Development Fund (FDCUIC) becomes inconsistent because, in , all urban cultures (Hip-Hop, Dan etc…) are already channels, APART FROM ENTIERE, AND NOT APART FROM Cultural and Creative Industries (ICC). Hence the idea, more appropriate, in my opinion, of a redesign of the Arts Directorate or the creation of a new Directorate dedicated to Cultural and Creative Industries with a concerted strategic orientation WITH ALL the actors of the culture sector, in a global way, for greater efficiency and equity.
