SENEGAL – Youth employment: 50 billion FCFA injected into the “Emergency Fund”, 49 billion for the creation of tens of thousands of jobs

Dakaractu noted three days ago that the Head of State, in his desire to establish a wind of appeasement following the riots at the beginning of March, was working on the creation of a fund for the financing young project leaders and who would be housed at the Presidency.

Dakaractu has learned today that an advanced reflection underway at the level of the services of the Presidency on the management of these funds and two ideas will mainly come out. Indeed, the idea was put forward of making this amount of 50 billion FCFA, a special fund housed and managed by the Presidency. It has already been said that Head of State Macky Sall will take the helm in the coordination and use of these funds. On purpose, this will mean ensuring the proper coordination of the fund so that it is open to all young Senegalese regardless of their political affiliation. But on the other hand, state officials would suggest another way. The idea would be for the funds to be housed in the rapid entrepreneurship delegation (DER). Indeed, the DER, whose mission is to help boost entrepreneurship by providing funding to its targets, seems empowered to be able to control them. DER departments, which already have a fairly good grasp of the workings and operations of implementing effective financing and technical assistance systems for entrepreneurship, would be a good sparring partner. In addition, the DER, being itself housed in the Presidency of the Republic, the creation of another fund housed in the same boat would be seen as an eternal restart.

And to do so, the simplicity and speed of the procedures for accessing funding will be reviewed. The DER’s financing procedures will be greatly streamlined, we are told, and also behind it, allowing the Presidency to control the funds even better. On the implementation, the State services are working with the services of the Ministry of the Economy and Finance in order to introduce this fund in the next amending finance law in order to be able to do so very quickly. function, we wrote. A deadline has even been set. “It should be operational by April at the latest,” we are told.

But that’s not all, another 49 billion should also be injected for youth employment. The goal is to create tens of thousands of jobs in all sectors. Massive recruitment should be carried out in the public service in particular, and certain state structures and agencies could accommodate a good number of the young people chosen.
